Definition
Artifact is the moniker generally given to objects which have properties beyond their physical form. For example, the flag held by a group of knights while they enacted a famous siege might be an artifact due to the important symbolism behind that event. Likewise, a flag which was just made for a battle is an artifact, as it symbolizes the entirety of the faction rallying to it. Artifacts which do not symbolize anything, such as a Wand of Death, are considered artifacts because they bear some sort of power (in this case, death).
Grade
There is no current grading system which exists for artifacts- or rather, there are hundreds of them, meaning most designations will end up being arbitrary in the eyes of the readers. It is important to remember, however, that the designation 'artifact' does not imply any minimum or maximum of power. The simple flag in the example above, and a device which entraps a being which consumes planets are both artifacts.
